Training

IWALC offer training free to member councils staff and councillors. Non-members are also welcome to join , there is a fee of £75 per non member delegate per training session. Non member councils are welcome to join IWALC any time, please email the County Officer to make enquiries.

Training in person should be booked in advance via the Clerk of your Town, Parish or Community Council.

Training is normally organised every other month (topic meeting allowing) in a non election year.

  • An introduction/Refresher to Local Councils

June 13th 2026 10am-12.30pm – New/Refresher Councillor training

This training will provide an overview of the roles and responsibilities of a Local Council, with references to real world experiences to aid understanding.

Back to Basics: Freshly elected or looking for a refresher, our local councillors will gather at the Riverside Centre in Newport to dive into essential “Basic Skills” for effective public service.

The Power of Teamwork: The session will highlight how parish, town, and community councils operate as a single corporate body—meaning all decisions and financial management will remain a shared, collective responsibility.

Leading with Integrity: Attendees will review the Code of Conduct, focusing on the Seven Principles of Public Life (including Selflessness, Honesty, and Accountability) that must guide every decision they make for the community.

Mastering the Rules of Play: From navigating strict statutory meeting laws to understanding how NALC’s model standing orders ensure fair, orderly, and lawful debates, our leaders will become fully equipped to run efficient sessions.

By the Book Budgeting: Councillors will unpack the complexities of local government finance, learning how to properly balance discretionary powers (like Section 137 and the Power of General Competence) with strict internal and external audit standards.

Defining the Roles: The training will clearly map out the unique, collaborative boundaries between councillors, council chairs/mayors, and the vital administrative work handled by our Clerks and Responsible Financial Officers.
